I live with my family in Olympia. We've been here for 8 years and really like it, this neighborhood particularly, even with its eccentrics. At least up until now.
My bachelor's degree is in Music. Though I chose not to continue that kind of profession, as a hobby I play in various groups, have done a lot of electronic production, and have dabbled in instrument building. Through those experiences I've gathered a fair amount of knowledge about the physics and properties of sound.
So when a new neighbor installed a noisy heat pump one foot from my property line I had the knowledge to recognize and measure the violation.
I work for another city government, Tacoma, where the rules are definitive regarding where mechanical equipment can be installed (they don't allow heat pumps in the sideyard setback.) When I first complained to the City of Olympia they sent a letter to the neighbor saying the required correction was to "Relocate the heat pump to a position that is not located in the required side yard setback." Then they reversed their position when they found out that they had already approved the mechanical and electrical permits.
Tacoma's also adopting a stricter noise code than Olympia.
