that there was no noise violation.
As you'll see later, anything over 55 dBA is in violation (lasting more than 15 min/hour).
Again, you have to be careful with the "at any point" language from the WAC as someone trying to wiggle out of a violation, can try to make the case for measuring the noise where it's not high enough to constitute violation.

Consider the picture below, noting how the noise level readings (in red) get lower as you move away from the sound source.
